What you can do is install Windows Server 2008 R2 inside a VHD and enable Hyper-V. From within this OS you can create and boot virtual machines. with Hyper-V Manager. I keep a clean VHD around for development purposes so I can just boot into that run my install scripts and test that everything is working ok.
